SEC, ICAG Collaborate to Strengthen Capacity of State-Owned Enterprises

The Government of Ghana, through the State Enterprises Commission (SEC), has signed a Memorandum of Understanding (MoU) with the Institute of Chartered Accountants, Ghana (ICAG).

Dr Camynta Baezie, Executive Chairman, SEC and Prof. Kwame Boasiako Omane-Antwi, President, ICAG, signed for their respective institutions. The objective of the MoU is to create a formal basis for co-operation and collaboration in strengthening the capacity of State-Owned Enterprises (SoEs). Under the MoU, ICAG will review and advise Government on the state of implementation of International Financial Reporting Standards (IFRS) in State-Owned Enterprises (SoEs).

The MoU will allow SEC to set up an IFRS Assessment Framework to review compliance by SoEs, conduct IFRS training to enhance capacity and, more importantly, pass on the requisite knowledge to ensure compliance, with respect to the preparation of their financial statements and follow up on SoEs which do not comply fully to ensure that IFRS compliance is upheld in their preparation of financial statements.

Omane-Antwi Bemoans Activities of Some Pastors

THE President of the Institute of Chartered Accountants Ghana (ICAG), Professor Kwame B. Omane-Antwi, has bemoaned the activities of some pastors who have turned their churches into business entities.

He said such pastors targeted the vulnerable in society, such as women, by selling to them all sorts of so-called spiritual materials at exorbitant prices without paying taxes towards the country’s development.

“I believe it is high time sanity was brought to bear in the said practices by establishing a Charity Commission that will ensure that churches audit their accounts annually in order to be accountable to their Church members,” he opined.

Speaking at the 26th graduation and admission ceremony of the ICAG in Accra at the weekend, Professor Omane-Antwi, who is also an Elder of the Church of Pentecost, said the Charity Commission should be given the mandate to ensure that human rights abuses were curtailed in churches “by seeing to it that culprits of such abuses are duly prosecuted”.

Don’t connive with suppliers to over-invoice – University Dean

The Dean of the University of Ghana Business School, Prof. Joshua Yindenaba Abor, has deplored accountants who connive with suppliers and others to over-invoice in order to embezzle funds and perpetuate fraud.

He stated that nations and corporate bodies thrived on sound ethical values, noting that trust was key for survival under any setting.

“Financial systems and the going concern principle will fail once trust and ethical behavior are neglected,”Prof. Abor said when he addressed the 26th graduation ceremony of the Institute of Chartered Accountants, Ghana (ICAG) in Accra.

Programme background
The Ghana Oil and Gas for Inclusive Growth (GOGIG) programme seeks to deliver the G8-Ghana partnership on Extractives launched by President Mahama and the Prime Minister of the United Kingdom in June 2013. Within this framework, the GOGIG programme design is based on the Natural Resource Charter and was designed to help Ghana make the most of its new-found oil and gas resources.  The five year programme started in December, 2014 with a six-month inception phase and commenced full implementation in September, 2015.  

The overall goal is “inclusive economic growth and poverty reduction (through a well-managed oil & gas sector)”. The program plans to achieve its outcome of “effective management of oil and gas resources”.
